Microsoft Account Signups borked?

Last few days been attempting to create and link a local account to a microsoft one so i can install 1 application (emerge :/)

but keep being greeting by the error Cannot contact Microsoft services right now.

have they pulled the plug on creating account within Win 8 & 8.1?

Hopefully there will be a patch on Tuesday 10th October (next patch update Tuesday) if not before.
