Narrator and Magnifier keep opening

I have a PC where every time it boots the narrator and magnifier turn on automatically.

 

I've repeatedly turned them off on accessibility options on the log on screen but once the PC reboots they just starts again.

 

Any ideas? It's getting very frustrating!

I'll have a look at this (can't get near the PC at the moment though!), but I have a feeling that it's happening at start up, not log on. Although there is something on the link about that - once they're away from the PC I'll give it a try.
