Explorer icon in Start Menu

At home I have an Explorer icon between the Settings cog and the User icon in the Start Menu. I don't have this in Edu 1703. Is this a policy setting, an XML layout change, or is it just not available?

I have it on mine but I'm using the XML layout method. I did find the explorer link is at a different path if you redirect AppData or Start Menu. So if you create the XML layout on a admin account which isn't redirected it doesn't show up.

It's a per user setting in 1703 (Settings > Personalisation > Start > Choose which folders appear on Start). I haven't found a way to set this via GPO unless you put a tile in the XML start layout.
