I think all Intel's still do.

The 'K' series Intel CPUs from Skylake onwards don't come with any cooler. All their other CPUs do though.

4K gaming is for chumps anyway Huge overhead for next to no benefit.

A 1070'll do 1440p just fine. I do 1440p 144Hz on my 980Ti.

 

1070 can do 4k fine it probably depends on the game though ive just quickly booted up forza apex on my laptop (1070) and 4k and 1080p but ran at near as dammit 60fps (i think the lowest i saw was 57)same track etc. i assume forza is capped at 60fps in that case but all other settings were identical so maxed out
