SCCM - Newly imaged machines not downloading client machine policy

We are currently testing Windows 10 Education 1607 and I'm finding that my newly imaged machine is appearing in the correct collections within SCCM, however is not downloading the client machine policy. For example, the client machine policy we have in place for workstations includes 'Use the new Software Center', which makes it obvious when it isn't downloading the new machine policy. I also have a a number of 'base software' deployed to one of the collections the machine lands in - and these are not installing. Its as if the Configuration Client on the machine is not talking correctly with the SCCM server, despite the logs I've checked so far show no connection issues. We also have SCEP deployed, however this machine is also not picking up these policies - evident when entering the 'Windows Defender' settings on the client. It should say that the settings are managed by the system administrator, but it doesn't say anything of the sort, and allows me to edit the settings.

 

However, if I trigger a manual policy download from the SCCM console - the client then receives the policy, applies them, including the new system center and also starts the application deployment. Though this isn't ideal - ideally I'd like it to be automated.

 

I imaged a machine yesterday at 3pm - and according to my colleague, by 5pm it still had not applied any policies. However, when I came in this morning - it had applied the policies and installed the applications. I then re-imaged the machine this morning, and it applied the policies straight away, and installed the applications. I have re-imaged the machine again - and now it is not receiving the policies or application deployments.

 

My Task Sequence has this command line as the last task to run to download the policy after configuration manager has installed:

WMIC /namespace:\\root\ccm path sms_client CALL TriggerSchedule "{00000000-0000-0000-0000-000000000022}" /NOINTERACTIVE

 

Can anybody help shed some light?

 

Edit: Approximately one hour after the machine was imaged, the client downloaded the policy and installed the software without any interaction from me. This coincides with the default 1 hour evaluation that configuration manager has. I have tested this before however, and a machine has been on in excess of 24 hours after re-imaging and still not policy download or software installation. I'll be doing some more testing.
