Office creates .LNK files

I have just started getting a strange issue, when users double click an office document a shortcut is created in the root of the users home folder, if you go via file open and select the same document no shortcut file is created.

As you can imagine the amount of shortcuts being created is causing a lot of confusion for staff, any ideas would be appreciated, we are running Office 2013 by the way.
