iOS Reassigning Apps?

Is it possible with AC2 or LightSpeed to revoke a paid app license from a broken iPad and assign it a new iPad? Edited January 19, 2017 by Mr_Jiminy

In AC2, if you choose the window menu, then choose VPP assignments you can view all the serial numbers of iPads linked to an app. Choose the serial number of the broken iPad and click revoke license.
