Word 2013 in Windows 8.1 - File/Options greyed out

Hi, in Word 2013, on a laptop in my office, it seems that a previous administrator has greyed out the File Options Menu item. I wish to reactivate this.

I have looked in all sorts of places and not found any clue, except it may be related to local group policy (cannot find a matching policy) or a registry edit (cannot find a matching registry entry). Both of which I've explored and got nowhere.

Please bear in mind, this is a custom exam PC and user logs in as Local Admin, by default.

Please can anyone advise? I'd be most grateful, having drawn a complete blank following numerous internet searches related to this problem.
