Student Bypassing Chromebook settings?

Hi,

 

We have had a Chrome book come to us this morning with some settings that have been changed. The students have managed to go into "Manage other users..." and "enable guest browsing" and "show usernames and photos on sign-in screen"

 

The chromebooks are in enterprise mode and we have managed there settings. when I have logged onto the chromebook with a test student account the "Manage other users" setting is greyed out.

 

Does anyone know how this could of happened?
