I don't think this would affect anyone who syncs their ad passwords or uses adfs as they would only see your hash at login - long after after ad has ok'd the change so presumably it's for people who don't? I may be wrong - i've taken a lot of medication and caffeine to get through today

That's the way I read it too, if your actual AD is in Azure.
