Where are you seeing this?

 

Your AD DNS should forward on to a public DNS service such as Google (8.8.8.8, 8.8.4.4) or your county's DNS. DCs should be pointed to other DCs first, and then it self second. Workstations should be pointed at your DCs.

If you mean on the TCP/IP properties of the network interface of the Server providing DNS services... Then Yes.

 

 

If you mean in the forwarders tab of the DNS Server Properties, then no, that is going to cause you DNS problems. The forwarders should be your upstream provider, the Google DNS servers, opendns or none at all and let your server go out to the root server, though the last option is not best practice.

There is debate as to whether you should point a DC to itself or another AD DNS server. Apparently either option can come unglued in certain rare(ish) scenarios. Either way fine.
