Chromebooks - Continue where you left off

Does anyone know how the setting "Continue where you left off" works on Chromebooks?

 

If a student leaves tabs open on a Chromebook and hits 'shutdown' and then starts the Chromebook again. On login the previous tabs reopen. This is good.

 

If a student opens tabs and shuts down the Chromebook. Later the student uses a different chromebook the open tabs do not reopen for the student.

 

Is there any way to make the setting follow the user?

I don't think that is a user setting, I think it is a chrome thing.
