Schools already have the power to do this if they so wish to do so... am I missing something?

classic case of "blame the technology" rather than "blame the behaviour". Only the worst teachers do this.

I have to agree with the ban on phones in the lessons (which I know is nearly impossible to enforce with out searching the student themselves, which no school would have time for). iPads I think as long as they are used for lessons they should be fine.
