8.1 Fault when opening metro tiles for system components

I have come across a strange problem on a standalone 8.1 system.

 

For some reason, a local user will be unable to use local system components such as maps, calender etc.

When they load the start menu, the metro tiles show, but have small crosses in the bottom right corner.

If you try and run any of them, you get an error saying:

"This app can't open. There's a problem with %app%. Contact your system administrator about repairing or reinstalling it.

What is odd is that this is just for one local user account. Others work fine, and all apps work and open with no errors. I have made a new local user account and it works faultlessly. How can I fix this account?

Sounds like an issue in the profile. Add read and execute permissions to all users on the following locations:

%userprofile%\AppData\Local\Microsoft\Windows\Temporary Internet Files folder

%userprofile%\AppData\Local\Microsoft\Windows\WER folder

 

Reboot and see if it fixes it.

Unfortunately, there was no Temporary Internet Files folder, however I did do what you suggested to WER folder.

Rebooted, but unfortunately, the problem is exactly the same.
