SIMs Reports (profiles) - Absent teacher

Hi, I have put profiles into review mode. Some reports have been marked 'Not Approved' (because they are blank!), but the relevant teacher is now going to be off school for two weeks. How can I enable the HoD to enter the missing reports?

 

Any help much appreciated.
