deskcaddy ipad sync to PC?

Going out to support an infant school they have a deskcaddy sync and charge unit with a class set of ipads LapCabby | New thinking in ICT Storage Solutions | Innovative laptop & tablet trolleys

I think they are trying to sync to itunes on a PC - is this possible or do they need a mac?

Or are they better using meraki or something else?

Just trying to get an idea before I go over there.

At my Primary schools that have iPads I got them to buy a mac mini so I can sync them all up to that, for locking down (to what apple allow) and also for pushing out apps, especially paid apps brought through VPP as they aren't breaching any licencing stuff then
