Enabling Google Fusion Tables (Drive)

Is anyone using Google Fusion Tables? I've had a request to enable, but every link on Google's support sites seems to be a dead end.

 

If I attempt to load the link to create a new Fusion Table it gives the error: 'We are sorry, but you do not have access to this service.' but the Admin Panel doesn't list it as an option.

 

I've seen elsewhere that there was a form to apply, but this now leads nowhere. Is there a way to get this applied to Google Apps for Education accounts, or have we maybe missed the window to sign up?

I had the same problem and it was because Google Fusion Tables is an experimental app which can't be activated on GAFE accounts. If they have personal accounts it can be used on those instead.
