VLAN and server accessing software

I am trying to get some security software working. It is for managing and monitoring CCTV and has a server side install that is accessed by a client on the workstations. Using an admin login the software works fine. As a user it will not find the server. If the PC is on the same VLAN as the server the software works as anyone. At first I thought it was a file security issue but having just got the software to work as a standard user while the PC was on the same VLAN as the server it points to a networking issue. I am confused.

Can anyone give me a clue or explain what is going on?

Are you running anything like 802.1x where user vlan is assigned by virtue of logon credentials and group membership?

Can you ping the server when logged on as a user and admin - assuming the later will work ok?

Do you know what ports the client uses to communicate with the server application and are their any intermediate security devices / policies which may affect communication?

Thanks @Wave9_Matt. It looks like the Vlanning was a red herring in the end. I started again and methodically tested everything I could and then retesting and it finally looks like it was a GPO effecting the Public folders that the software has decided to store information in.
