Information Rights Management - Office 365 / Azure

I have been asked to look into protecting documents on our staff shares to stop key digital documents being dumped on to laptops / USB keys by members of staff who leave / supply teachers. I understand that Office has Information Rights Management options, what is the best way to leverage these? We use Office 365, would I need to purchase Azure Premium to achieve this? If this were the case does every user need a licence, or just those who will be setting protection?

 

Does anyone else do this, or can anyone suggest an alternative solution?
