Digital Message Board

We have a school looking to have a pop up on the teachers computers which will display a bulletin board / notice board. With frequently used URL's, Links to policy documents and an area where notices can be displayed managed by the admin office. Ideally I don't want to create a new intranet and hoping there is a magical bit of software out there that can do this and its easy to manage and can be added to staff's startup folder to ensure they get the latest messages when logging on. Does anybody have any ideas how best to achieve it...?

We use sharepoint for all that. Loads as the homepage everytime they use the web. Seems to work.

Ditto but Joomla. Loads when users logon, so staff get staff portal and students get the student portal, unless they are in the library, where they get the library portal.
