[ms office - 2013] How do I use local templates not profile ones?

How do I get MS Office 2013 to user local templates instead of trying to add ones to the profile? If I click work offline on under the "sorry we had trouble getting the featured templates" this takes a user to the local templates. I mean it a bit daft to store installed templates in the \user\appdata\roaming.
