server 2012r2 work folders problem

Im trying to get this working on a vm(well 2 1 server 1 client 8.1) It will sync from the client to the server ok so any files i add on the client show up on the server but the opposite isnt true if i create a file on the server it never gets synced but it shows no errors. It does however do the initial sync from the server ok

 

any ideas

 

The only non standard thing ive done is changed the port no as any pc i ever run it on in the real world will have iis on and it cant use port 443 so ive altered the config to use 4443 (but id did the same on port 443)
