Creating distribution group for external contacts outlook03

Does anyone know how to create a distribution group of external contacts without creating user accounts for every individual user. I have read something about public folder and setting the necassary permissions.

They don't need user accounts as such: you only need to create contact objects in AD for each one. If you have dozens that might be a pain, but there are ways of automating object creation (i'm thinking tools like csvde and ldifde). DSADD can create contacts as well, but possibly can't do the requisite Exchange voodoo.
