so do we all get it free now on our schools 365 agreements( free only) or are we still waiting until December ( I don't mind which just someone just emailed all staff telling them its free and I 'd like to know the official answer)

I think it is only on personal Microsoft accounts not business ones So looks like we'll need to wait a little.
