Where is the GPO to disable the warning that CONSTANTLY comes up in IE 11 when you go to a https site that says "You are about to view pages over a secure connection." Even checking the box that says "In the future, do not show this warning." does not work and it always asks again the next time you open IE.

 

Can you disable this warning globally or for a specific group of sites?

This is controlled by the setting under Internet Options -> Advanced tab -> Security sub-section -> Warn if changing between secure and not secure mode

Un-ticking that will prevent those pop-ups globally.

 

That can be pushed out with a GPO through User Configuration -> Preferences -> Control Panel Settings -> Internet Settings as an Internet Explorer 10 profile.
