Who counts as an FTE for EES licencing?

We don't supply TAs with a computer, so do they count when calculating the number of Full Time Employees? Most of them are on a 25 hour week contract.

Unless Microsoft have changed it - A full time member of staff was anybody who worked over 16 hours a week I think but I haven't looked at EES for a couple of years.

It's anyone who works 200 hours or more per year unless they have no access to computers, such as lunchtime supervisors. So, TAs would count.
