Set default program assocations for all users on an RDP server?

I'm running Windows Server 2012 R2 with Remote Desktop Sessions. I know I can go into the control panel to set my default associations but that seems to only apply to the Administrator. Does anyone know how to change it for everyone on the server?

The more complicated way is to update the registry key under HKLM.
