Bizarre Laptop Issue - Windows 8

We are setting up a number of staff devices - When connected to wifi the please wait takes up to 2 minutes to access the logon screen and we get eventid 6006 warnings. If we connect a network cable it takes about 5 seconds for this section to load.

 

If we disable the wifi card and reboot the PC without the cable we get the same delay with please wait and also when used at home we get this same delay at startup.

 

Has anyone got any ideas what could be causing this?

For an update if I disable the network location awareness service the issue go's away but that is not a permanent fix for a staff device. I have also disocvered thgis is happening only to freshly built laptops and not to laptops built before christmas
