Default Start Screen Icons for RDS Users

Hi,

 

I have a Server 2012 RDS setup and i need all users that log into the server, to get the pre-defined start screen that i setup. I have followed this article Customising Start Screen, but the new users never get it when they first login. The users seem to get a random set of icons from somewhere.

 

I have tried different things but all seem to fail. the only way i can get it to apply is if i copy the file manually to their local appdata once they have logged off, then log back on. Has anybody succeeded at setting this up?

I have only been successful in setting this up on Server 2012 R2. It works by deploying a pre-configured .XML file via Group Policy.

I know this may not be much help...as you will need to upgrade your server version (if possible).
