selectively combining files

Is it possible to use vbs to merge 2 files as below (so file 1 is auto generated and refreshed pc spec data file 2 is the warranty info attached to the serial no (so date of purchase, invoice number, years warranty etc)

 

file 1 file 2

5D149657S, hp630, . . . . 5D149657S, 20-12-2012,12345,5

 

so that i get either another file with all the info or that it adds file 2 to the end of the appropriate line in file 1 so i get something like

 

5D149657S, hp630, . . . . , 20-12-2012,12345,5

 

or alternatvely read in the end 4 say , seperated variables from file 1 save them then rewrtie them back to tge file everytime its run
