Is there a good App. that allows me to add mass users with email accounts to AD ? I need the App to also allow a enduser the power to reset student passwords.

Forefront Identity Manager 2010 R2 (FIM) would be a product that could help facilitate both parts of your request.

 

There are many freeware apps and scripts that do the first part, but not many that would allow both.

Sorry if I misunderstood your request for the password reset functionality, Password control is indeed good for helpdesk staff, but as you mentione endusers being able to reset student accounts, I assumed you meant the students themselves?

We also use the Dovestones tools for AD account management yes you have to pay for them but they're not that expensive the latest version has a built in scheduler as well.

You should be able to delegate this through ADUC easy enough

We use PowerShell to do this, first we connect(ed) to Facility now iSAMS and create/ disable and update all our users in AD from our MIS software, then we have another script that allows staff members to reset student passwords via a mail that they send to a rest.password mailbox this can be restricted with AD groups, and also means that you do not need install the AD stuff on desktops. If this is the sort of thing you are looking for let me know and I will strip out the scripts and post. FIM is an awesome bit of kit but unless you are a college or uni its a bit overkill in my opinion.
