Server 2003 - takes forever to apply computer setting when booting up

we have a Server 2003 takes forever to apply computer setting when booting up. and computer is very slow, the cpu is less than 5%.

What is wrong?

That should identify what part of Group Policy processing is causing the delay. If you need to narrow it down further, you can enable debug logging like so: Fixing Group Policy problems by using log files: Group Policy

Very likely your DNS setup is wrong.

Probably because it cannot resolve a DC somewhere. (Unless it is a DC)

It's not an indication of anything being "wrong". It's perfectly normal for the "Applying computer settings" to take 5 minutes if you only have one DC, it is a race condition between AD/DNS/GP and will time out eventually.
