User creation EX CC4 School

We have this summer converted from cc4 to a vanilla network. We have kept the same folder structure for users home directory and profiles. What software are people using to create users with home folders and profiles?

I used the cc4 export in the management console when I went to Vanilla, this creates a CSV that you can easily import using a powershell script. Use a gpo for redirection of home.
