[sims] SOLUS3 - No Connection could be made because the target machine refused it

This is the first time I have installed Solus3 and I am having problems with a couple of issues:

 

Trying to upgrade Solus3 from version 3.5.20 to 3.6.92 and I get the error message:

Tolerance not met for target Solus 3 Database, deployment stopping

 

Thought this might have something to do with the Agent so tried to re-install the agent on the server. This throws the error message:

No Connection could be made because the target machine refused it

 

Agent Status is showing as offline. Solus3 is installed on the same server that I'm trying to reinstall the agent on. Firewall is off.

If you are using win 7 sometimes it lies about the firewall. Use "netsh advfirewall show allprofiles" in an admin cmd to make sure
