Once they invent the ability to generate solid objects and edible food out of thin air then they can claim holodeck. (That in turn requires the ability to create transporters which replicators are derived from and the sheer time it'd take to move a complex object has already been ruled out as current speeds would require the entire lifetime of the universe for one transfer).
