A holodeck uses a mix of projection, advanced computer simulation and replicators. Once they invent the ability to generate solid objects and edible food out of thin air then they can claim holodeck. ;)

 

(That in turn requires the ability to create transporters which replicators are derived from and the sheer time it'd take to move a complex object has already been ruled out as current speeds would require the entire lifetime of the universe for one transfer).
