Limit sound in windows 7

Is any one aware of a way to limit the volume output on a machine?

 

we want to restrict learners so that the volume output is a maximum of 30%

Because we use youtube as a resource (all our learning is via VLE)

learners are accessing other youtube channels and playing music full volume.

I know this is a classroom management issue, but some teachers have a better classroom management technique than others

we have removed the control panel and also volume control from task bar, but our keyboards have volume on them and they turn up and down via that.

That is why i want to limit rather than mute.

headphones are definitely a no,no as we do not want to spend all our ICT budget on replacing broken/stolen headphones.
