PCI.sys Corrupt

I've got a laptop that won't load. It says that pci.sys is corrupt.

 

I've put xp disk in and tried the repair console. When I try to copy pci.sys from the dllcache folder it says unable to copy. I can copy it to Windows/System32 but not to Windows/System32/DRIVERS ?

 

Any ideas

 

Only need it working in safe mode really to get all photos off.

Would it not be quicker to whip out the drive and rip them off directly then re-image?
