Mac default printer and printer settings for all users

I am trying to get a default printer and some printer presets for a Mac OSX lion computer. I have used lpadmin and lpoptions to get it to work but if a profile has the option for default set to Last Used the defaults don't take affect. Once a Default printer gets selected form the Gui then the lpoptions work. Is there a way to set the default and then just move the printer plist into the default user profile?
