Set desktop via group policy

Now that I'm running dual screens, I want my desktop to look awesome. [3360x1080 dual image awesomeness!]

 

However, due to the fact we're running CC4 I'm having a lot of problems. The desktops are controlled with registry settings, but I've disabled "mandate desktop image" [red X]. However, it still applies it. It was even applying it when it wasn't enabled OR disabled. [system admin accounts still have it unset.]

 

 

I've saved the theme and the wallpaper I want to use in C:\Users\Public and set the relevent GP settings on this machine, but it only works on admin level accounts.

 

Running "gpupdate /force" applies the one I don't want, even after multiple restarts.

 

 

Have I missed a step or something?
