What's the easiest way for me to set things up for a handful of Outlook 2010 users so they can access a set of centrally managed distribution lists...? Will I need Exchange Server, or can I just leverage Shared Contacts or something...?

The email service they're using is provided by the local council, with accounts hosted on their Exchange server(s).

(...thing is we can't get at the council's Exchange Server to manage it, so I was wondering if we'd have to set up our own or if there was an easier way...)

If they set it up correctly you will be able to do this.
