[ms office - 2010] Sharepoint 2010 Workflow Validation

I am trying to find the best way to do this, and so far I have been told to use a workflow.

 

I am trying to limit the number of entries that can be entered for a specific time in a sharepoint 2010 calendar.

Is there a way to do that using a workflow or can I do it programmatically?
