It's basically a Linux installation with Sandbox2 and qemu which allows you to compile and run programs using an emulated ARM processor, it doesn't emulate the hardware of the Raspberry Pi but is still useful. You can set this up on any existing Linux install, instructions for Debian/Fedora/Ubuntu are here, you just skip part 1 of the instructions. This can also be set up under Mac OS as well.
