Free internal school webcam chat

Since all external webcam chat is blocked (apart from WebEx), I can't even do this sort of stuff within a school for free.

 

Is there any prog to do this (video and audio chat using built in hardware in netbooks) purely within the same LAN not requiring access to external servers?

May not be of any help if you don't have any but iChat on macs will do this.
