Missing ULNs

I'm not sure if this is the right place for this but I can't find anywhere else. We are trying to get the ULNs for our new year 10. We followed the procedure on the Key2Success website and got back 180 out of 250. We can't see anything unusual about the one's we didn't get - they appear to be a random selection of year 10. We've tried the help line on the website and have been sent round in circles no-one seems to want to take responsibility for it. Has anyone else had similar problems and managed to resolve them. We definitely aren't going to enter the details of 70 pupils manually to generate them individually.
