updating moodle through CVS - Windows Server

has anyone had any joy with CVS on a windows server? i've been going through this guide :

 

CVS for Administrators - MoodleDocs

 

but everytime I click fetch list I get the following :

 

connect to uk.cvs.moodle.org:2401 failed: No connection could be made because the target machine actively refused it.

 

Error, CVS operation failed

 

I've opened port 2401 on our firewall for that server, and tried different locations (EU, US, ES) the es one did bring up a list once but then I couldn't get the branch or tag name list updated either

 

Any help would be much appreciated been trying to get this to work for days now!
