Impact Levels for protected data

Has anyone started to come up with a way of classifying all those files that already exist on the network with the appropriate required impact level and delete securely or shred footers?

 

If so who has been tasked with it / how has it been delegated?

 

Has anyone made any templates etc? do we need to tidy up shared network space and make special folders that say IL2 -Protected and IL3 - Restricted.
