I vaguely remember in the past I used the Application Compatibility Toolkit for Windows 10 to get around the message 'do you want to allow this app to make changes whitelist gpo' when running an old unsigned application

We have had this crop up for use on a bit of CAD software - but I'm struggling to find the ACT - it seems to be only Windows 10 now

Is there a better way (apart from ditching cruddy old software!) to whitelist/shim apps like this?
