I have a new Tenant and I am new to M365 admin too.

 

I know that MFA is on by default as all new users have been prompted for the app including my personal account.

 

I have checked some users who I know have been through the process to add MFA but their MFA status is still showing as disabled.

To answer my own question I had Security Defaults enabled.

 

I can view who has enabled MFA from

 

Identity > Protection > Authentication Methods > Monitoring > Activity
