Looks like it was hidden sheet in an excel file probably sent as an attachment, judging by their previous FOI requests where they say it will be sent that way

Suffolk Police clarified that the raw data was contained in an Excel spreadsheet which was “hidden” within the files.

just out of interest I created a test file in desktop Excel with hidden sheets and saved it to OneDrive as well as SharePoint and shared it externally as a test so see if they prompt for hidden sheets, would be a nice feature if they did
