You may well have already checked this, but do you have fast user switching enabled?

 

If you've got multiple users logged on to a workstation with limited resources, that's gonna max out your memory quite quickly.

 

The OP says it happens after they've imaged a computer so littertally only one person has logged on - only difference between their builds is the OS they say.
